Sixth pay commission report - queries welcome

The sixth pay commission for Indian central government employees has been submitted in March 2008. There is a doubt about fixing of pension of past defence pensioners.As given on page 346 of pay commission report, the revised pension shall not be lower than 50%of the sum of minimum pay in the pay band & the grade pay thereon corresponding to the pre revised pay scales from which the pensioner had retired.As given to understanding,this is applicable to both civilian & defence pensioners. Here,no mention has been made about Military Service Pay (MSP).Whereas, as given on page 85 of pay commission report,MSP will be cosidered for fixation of pay & pension.So there seems to be anomily in regard to fixation of pension of past defence pensioners. Please clarify, if you can.

sir, In the fifth pay commision IInd Lieutenant post was reduced to officer rank subsquenetly they have been given time bar promotion up to Lt Colonel. I am in the view that defence forces below PBOR should also be given time bar promotion upto JCO so that their molare will be high and PBOR can serve in better way.
